Good question; I don't know. I think many of us use our own journals (and our circle's journals) in that way, but the amount of conversation depends on how much you post and each journal's subscribers. From my perspective, having a separate community for general conversation seems unnecessary, but I can see why others might like it.
Many other communities which show up in the search results haven't been updated in a long time, so you might have to try a lot of different keywords to see if you can find any active ones that interest you.
Oh, that's good to know! (Sometimes I feel anxious about posting in a community I've never posted to before, so it's extra nice to get the explicit go-ahead!)

I do not know of such a community on DW, but that doesn't mean one doesn't exist! I agree that most folks use their journals for random updates, and then people comment on them as they want to.
That said, there's a whole bunch of interesting communities around DW! I keep a list of ones I've found. Not all of these are very active, but some get regular activity. The latest updated list is posted in my journal, here:

And I'm gonna go check out that community list, now, too! (I made my DW a loooong time ago, but never really used it much. But with every other social media site getting to be so anti-privacy, I'm abandoning almost all of them and putting all my time into Dreamwidth instead.)
